International Students
Welcome International Students!
DCTC has 20 different countries represented within our student body. Our campus is located in Rosemount, Minnesota, a southeast suburban community in the Minneapolis-St Paul metro area.
There are three important items to consider as an international student .
- your English proficiency
- the cost of your education
- the admissions requirements
1. English Proficiency
If you are from a country with English as the primary language, we would like you to provide proof on your school transcript, passport or letter of verification from your embassy or school official. If you are from a country with English as a secondary language, you must take the TOEFL examination to determine your English proficiency. There are TOEFL testing centers around the world. For more information on TOEFL and the testing centers, visit their web site at www.toefl.org or call them at 609.771.7100.
2. Admission Procedures
To receive the proper immigration papers (student visa) to enter this country for the purposes of attending Dakota County Technical College, we would need to have you complete the following steps and/or provide us the proper documents before an I-20 is issued.
International Admission Requirements

- Pay a $20 non-refundable application fee
- Submit TOEFL scores
- Institutional number is #7231
- Minimum score of 500 required for technical programs
- Minimum score of 400 required for English as a Second Language courses (ESL)
Students from Japan may use the STEP program instead of TOEFL. Students using STEP must score a Grade Pre-2 for eligibility into our English As a Second Language program and a Grade 2A for eligibility into our technical programs.
- Provide a copy of your passport or a certified copy of your birth certificate
- Provide an official transcript (translated in English on official letterhead)
- Provide an original affidavit of support (a document which shows you have the ability to finance your education)
- Provide three months of bank statements from your sponsor
- Provide documentation of your immunization record to include:
- Tetanus/diphtheria (Td) - must be within the last 10 years.
- Measles, mumps, rubella (MMR)

- Fall Semester - June 1
- Spring Semester - November 1 (of the year before)
International Transcripts
If you are international students and interested in transferring your education to DCTC, contact World Education Services(WES) to obtain a course-by-course report.
WES will assist you in translating your international transcripts. For more information, visit their web site www.wes.org.
3. Cost of Education
Because you are not an U.S. citizen, you will not qualify for any financial aid through our school or the U.S. government. However, there is a cultural scholarship opportunity that allows international students to pay tuition at the resident rate. Tuition is approximately $200.00 per credit or $2400.00 per semester (if taking 12 credits). Since DCTC does not have dormitories or apartments, it will be your responsibility to find housing. Typical rents in this area range from $400-$700 monthly. Unfortunately, there is little public transportation to and from our campus so you may want to factor in how much it will cost to provide transportation.
Insurance Plan for International Students
All international and visiting scholars engaged in educational activities are required to purchase the Minnesota State Colleges and Universities international student accident and illness insurance plan. The annual cost for this insurance is approximately $700.
Resident Tuition Cultural Scholarship
International students can take the one-credit course "Sharing Your Culture" (INTS1040). Upon successful completion of this course, students are eligible for a Resident Tuition Cultural Scholarship for subsequent semesters at DCTC.
