Dakota County Technical College is in the process of updating the final policy language to align with MnSCU Policy 5.12.
REMEMBER: The Payment Due Date for Summer Session 2008 is May 19, 2008, and for Fall Semester 2008 is August 4, 2008. Tuition and fees are due and payable in full or "safe harbor" deposit or deferment is required to hold registration. Approved deferments are:
- $300.00 “Safe Harbor” deposit due May 19, 2008 for Summer Session 2008 and August 4, 2008 for Fall Semester 2008. Payment in full must be received in the DCTC Tuition Office no later than May 19, 2008 for Summer Session 2008 and August 4, 2008 for Fall Semester 2008, or your account will be assessed a $30.00 payment plan fee for that semester.
- Payment Plan - $300.00 “Safe Harbor” deposit due May 19, 2008 for Summer Session 2008 and August 4, 2008 for Fall Semester 2008, or at the time of registration, whichever is later. A $30.00 payment plan fee will be assessed to set up a payment plan. To bring your account to a paid in full status, three payments of the remaining balance are due as follows:
Summer Session 2008:
JUNE 27, 2008 All of remaining balance
Fall Semester 2008:
SEPTEMBER 20, 2008 1/3 of remaining balance
OCTOBER 20, 2008 1/2 of remaining balance
NOVEMBER 20, 2008 All of remaining balance
A $50.00 late fee for Summer Session 2008 will be assessed to all accounts not paid in full by June 27,2008. A $50.00 late fee for Fall Semester 2008 will be assessed to all accounts not paid in full by November 20, 2008. - Valid results from the student’s Free Application for Federal Student Aid (FAFSA) on record with DCTC. Students have until May 19, 2008 for Summer Session 2008, or August 4September 30, 2008 for Fall Semester 2008, to complete their financial aid record and apply for any student loans needed to pay balance to avoid assessment of a $30.00 payment plan fee.
- Approved 3rd party vendor authorization on file. The college will bill the approving agency for authorized tuition and fees. Any balance not covered by the authorization is due and payable in full by May 31, 2008 for Summer Session 2008, or September 30, 2008 for Fall Semester 2008, to avoid assessment of a $30.00 payment plan fee.
- Scholarship funds of $300.00 or more paid to the student’s DCTC account. Any balance not covered by the scholarship is due and payable in full by May 31, 2008 for Summer Session 2008, or September 30, 2008 for Fall Semester 2008, to avoid assessment of a $30.00 payment plan fee.
- Veteran’s awaiting their VA benefits. Please contact Kerry Lurken at 651-423-8278 or kerry.lurken@dctc.edu regarding VA benefit questions. Any balance not covered by VA benefits is due and payable in full by May 31, 2008 for Summer Session 2008, or September 30, 2008 for Fall Semester 2008, to avoid assessment of a $30.00 payment plan fee.
- International students coded with an F1 Visa must pay 100% of health Insurance cost plus a $300.00 “Safe Harbor” deposit by May 19, 2008 for Summer Session 2008, or August 4, 2008 for Fall Semester 2008, or at time of registration, whichever is later. International students must have a social security number on record with DCTC to be eligible for the payment plan deferment option. Any remaining balance is due and payable in full by May 31, 2008 for Summer Session 2008, or September 30, 2008 for Fall Semester 2008, to avoid assessment of a $30.00 payment plan fee.
- Post-Secondary Education Options (PSEO) student status. Must have completed PSEO documentation and approved PSEO status on record with DCTC.
Dropping Credits
Students must submit formal notification to the Registration office to ensure a drop before the end of the drop period. See drop/withdrawal policy.

Do I have to pay in full?
Yes, or have an approved deferment.
What if I register after May 19, 2008 for Summer Session 2008 or after August 4, 2008 for Fall Semester 2008?
Full payment is due at the time of registration. If you can not pay in full, you must make a “Safe Harbor” deposit or qualify for a deferment to keep your registration in place through the drop for non-payment period.
What if I can’t pay until I get financial aid?
If DCTC has valid results of your Free Application for Federal Student Aid (FAFSA) on record, your registration will be kept in place through the drop for non-payment period. Your classes will NOT be dropped. You will have until May 31, 2008 for Summer Session 2008, or September 30, 2008 for Fall Semester 2008, to complete your financial aid record and apply for any loans you may need to pay your balance to avoid assessment of a $30.00 payment plan fee.
What if I pay in full and then drop courses or change my schedule? Am I eligible for a refund?

Why a deposit?
A “Safe Harbor” deposit is verification of your commitment to attend DCTC and that you have a plan for full payment in place.
Why was I dropped?
No deferment was received or no “Safe Harbor” deposit was made.
What if I’ve been dropped? Can I reregister?
Yes, but you must pay in full, establish a payment plan, or have an approved deferment.
What if I register after the first week of the semester has begun?
Students who register on or after May 19, 2008 for Summer Session 2008, or on or after August 4, 2008 for Fall Semester 2008, are required to pay in full at the time of registration. You have made a conscious decision to register after the first week of the term and will not be dropped (exceptions may apply with certain programs). Any student with a balance after May 31, 2008 for Summer Session 2008, or September 30, 2008 for Fall Semester 2008, will be charged a $30.00 payment plan fee.
Why was my account assessed a $30 payment plan fee?
A $30.00 payment plan fee is assessed to:
1) students who wish to pay in monthly installments, after they have paid a $300 “Safe Harbor” deposit.
2) any student using financial aid who does not have a complete financial aid record, including a loan application, by May 31, 2008 for Summer Session 2008, or September 30, 2008 for Fall Semester 2008.
3) any student who has a balance remaining on their account after May 31, 2008 for Summer Session 2008, or September 30, 2008 for Fall Semester 2008.
Why was my account assessed a $50 late fee?
A $50.00 late fee for Summer Session 2008 will be assessed to all accounts not paid in full by June 27, 2007.
A $50.00 late fee for Fall Semester 2008 will be assessed to all accounts not paid in full by November 20, 2008.
I have a payment plan in place for the current semester. Why can't I register for future semesters?
A student must pay all outstanding charges in full before you will be allowed to register for courses in future semesters.
I didn't pay. Why was my registration not cancelled?
You may not be dropped for non-payment from courses which begin after the 5th business day of the semester. You will be responsible for all tuition, fees, and other college charges incurred for these courses.
